We have just celebrated Independence Day. Let me tell you about a very large number of Americans who are not free today.
Every year, here in the United States, 250,000 children are subjected to commercial sexual exploitation. Propriety prevents me from describing to you what this phrase truly means. Suffice it to say the lives of these children are vile, dignity-crushing, unrelenting nightmares, all to line the pockets of their exploiters. One quarter of a million kids per year abused, profoundly traumatized, scared and scarred unable to escape without our help.
Under federal law, these American children are victims of human trafficking, which is literally modern-day slavery. What are we doing to help these kids? Almost nothing: these 1Ž4 million child victims per year are the most underserved population of people in dire need in the country today.
Incredibly, the U.S. Department of Health and Human Services (HHS) has decided that none of the money it gets from Congress to help victims of human trafficking can be used to help American victims only victims from other countries. That¹s right: HHS gets $10 million a year to help victims of human trafficking, and none of that money can be used to provide a safe shelter or a meal or medical treatment to the American children who are victims of commercial sexual exploitation.
It does not have to be this way. Secretary of Health and Human Services Kathleen Sebelius could change this absurd policy tomorrow, and use the existing human trafficking program to help American victims if she wanted to.
That¹s why I am writing to ask you to sign a petition to Secretary Sebelius, demanding that American kids be allowed to receive help under the existing HHS human trafficking program. When she hears from you and thousands of other Americans, she will want to change this misguided policy.
